Towson University has contracted with Heartland ECSI to provide billing services for the Perkins Loan, and they will mail monthly billing statements to you once your grace period has expired.

REQUIRED Exit Interview
Federal regulations require that all Perkins Loan recipients complete an exit interview. This process takes only 15 minutes and is designed to:
- Review the terms of your student loan
- Verify the amount that you borrowed
- Give you a repayment schedule
- Explain deferment and cancellation provisions
It is extremely important that you complete an exit interview. You will receive an email notice toward the end of your last semester that explains the exit interview procedures. Note that diplomas and transcripts will not be released and you will be blocked from any future registration until you complete the exit interview process.

Repaying Your Perkins Student Loan

Heartland ECSI offers a program called ACH, a convenient and efficient way to make Perkins Loan payments. With this program, regularly scheduled payments will be deducted from your checking account, and the ACH transactions will appear each month as a debit on your bank statement.

Deferment & Cancellation Provisions
To be eligible to receive a student deferment, you must be enrolled and in attendance as a regular student in at least a half-time course of study in an institution of higher education. At Towson University this means you must be enrolled in at least six credits.
To apply for a deferment of payments, you must complete a deferment request form for each eligible semester. To obtain the form, go to the page on the Heartland ECSI website.

Defaulting on Perkins Student Loans
If you encounter financial difficulties in repayment of your student loan, contact the Perkins Loan Collection Manager at 410-704-5239 about available options before you default on a loan.
Defaulting on your student loan has serious consequences:
Your Perkins Loan account status is reported to national credit bureaus on a monthly basis. Your credit rating will be adversely affected should you default on your student loan.
- Your account will be charged a late fee for any payment that is 30 days past due.
- Defaulted loans are transferred to the state's collection agency.*
- Your account will be charged a 17 percent collection fee and be subject to legal action.
- All outstanding principal and interest will become due and payable immediately.
